HOUSTON—As Hurricane Isaac blew into New Orleans Tuesday night Bourbon Street bars were boarded up and most restaurants closed, but some people were still out and about.

“Isaac is never going to stop the party, it’s very simple, this is a Category 1, this is nothing, we can get through this very easily,” one woman said.

Most tourists were gone except for a few whose canceled flights left them trapped.

Hotels in the French Quarter were filled locals and many wanted to stay there because it’s higher up than the rest of New Orleans and it is safer than flood-prone neighborhoods.

As waves of rain blew through the city police patrolled empty streets.
