PORTLAND -- Expect steady winds of 15 to 30 mph starting mid-morning Thursday, with gusts to 45 mph.
The National Weather Service has issued a wind advisory in effect from 10 a.m. to 9 p.m. for greater Portland, Clark County and the Willamette Valley
Heavy rains inundated Western Oregon before daybreak. In Seaside, traffic slowed to 5 mph with a foot of standing water over the roadway.
A high wind warning will remain in effect at the coast until 4 p.m., with gusts to 70 mph.
There is a winter storm warning for the Northern Oregon Cascades through 10 p.m. Thursday.
A morning freezing level of about 5,000 will drop during the day to 4,000 and 2,500 by evening. Expect up to seven inches of snow at 2,500 feet and 18 inches at 4,000 feet. Gusts could hit 50 mph on exposed ridges.
