SPOKANE COUNTY-- In Spokane County, election officials counted about 84,000 ballots.
One of the hottest issues was Proposition Four. It would have amended the city charter to add a community bill of rights. As of Tuesday night, the issue was failing. There are also three Spokane City Council races on the ballot. In District 1, Position 2 which covers part of downtown and the northeast side, Amber Waldref is leading Mike Fagan with about 63% of the vote. The seat is being vacated by Al French. French s term is up. For council District 2, Position 2, the south side of Spokane, Jon Snyder is edging ahead of Mike Allen 52% to 48%. Allen was appointed to the council when Mary Verner became mayor. In District 3, Position 2, in northwest Spokane, incumbent Nancy McLaughlin has the lead. Spokane County will release more numbers Wednesday.
