UPDATE: O-DOT has opened I-84 in both directions but continues to urge caution as black ice and thick fog creates dangerous driving conditions.

A 23-mile stretch of Interstate 84 near Pendleton in northeast Oregon closed Wednesday morning because of hazardous driving conditions. The highway was also closed Tuesday by fog and black ice that caused multiple crashes. A 170-mile stretch from Pendleton to Ontario has been plagued with closures since Monday.
