SEATTLE - Every year the Capitol Hill Block party draws tens of thousands of people to the street in front of Chelsea Gibson's apartment.

It is a free ticket for me I guess, said Gibson. The view is awesome. It is loud, but it is kind of loud all year round.

Gibson's roommate, Maxine Cole, agrees.

You have to expect noise and music and drunk people at 2:30 in the morning, added Cole.

PietroBorghesi's restaurant, Osteria La Spiga, is near 12th Avenue and Pike Street, and he said the block party takes over the area.

I can't complain about that, said Borghesi. It is part of the life of the neighborhood.

Borghesi said he may lose some business over the weekend because parking it tight, but he added that the block party provides great exposure for his restaurant.

Steve Manning helped organize theblock party which is in its 18th year.

He said, For 90 percent of businesses in the neighborhood, it is their bestweekend all summer. Most people love it. I mean it is a festival outside of your apartment.
