Report: Boy Scout who drowned was held under by rescue line

The 11-year-old boy who drowned in the Clackamas River last weekend had been held under water by a rescue rope in what investigators said was a horrible fluke accident, according to a newspaper report.
The report in the Oregonian newspaper said an underwater camera found Finn Terry's body. He was about six feet under the surface of the water and a rescue line connected to a throw bag was looped around his wrist. The other end of the rope was caught on a tree limb or rock.
It was believed that Finn grabbed the rescue device as the canoe flipped over. But in a fluke accident, the rescue device got struck and trapped him under water that was just a few feet over his head, the Oregonian report said.
Terry was on a Boy Scout adventure
Deputies said Finn was part of a Boy Scout group navigating the river in canoes. Shortly after 5 p.m., the canoe carrying Terry and an adult capsized near the I-205 Bridge. Both were wearing personal floatation devices.
The adult was able to climb out of the river after capsizing.
Around 6 p.m. Terry was pulled from the river by dive personnel and he could not be revived.
