Water recovery for 43-year-old Portland man called off

MILWAUKIE, Ore. -- A water recovery on the Willamette River was called off Sunday for a missing Portland man.

At about 8:15 a.m., marine and dive rescue units from the Clackamas County Sheriff's Office and Clackamas Fire responded to a report of a capsized rowboat and one person in the water near the Milwaukie boat ramp.

After 45 minutes of searching, the operation was changed from a rescue to a recovery. At about 11:30 a.m., the operation was called off because of hazardous conditions.

The missing person has been identified as 43-year-old Jorge Luis Echavarria-Ortega.
