SPOKANE -- A Spokane County jail guard is charged with fourth degree assault for allegedly grabbing an inmate by the throat. It happened in 2008 but prosecutors filed charges this week.
Court documents show the inmate, Daniel Clinger, was mouthing off. But prosecutors say deputy Wayne Green crossed the line. Court documents say Clinger was banging on his cell door asking for his inhaler. When he was brought out to finish being booked, prosecutors say he started arguing with deputy Green.
Another deputy says he saw Green grab Clingers arm and shove a hand good and hard into Clinger's throat. That same deputy called Green's actions over the top and not necessary. Court documents report deputy Green continually fueled the situation by initially pushing Clinger backwards.
All of this was caught on surveillance video at the jail
