PORTLAND, Oregon - Portland police pulled over a driver in the High Occupancy Vehicle lane Friday with a teddy bear in the passenger seat.
Scarlett Zibritovsky of Vancouver was given a $260 citation for failure to obey a traffic control device.
Officers said the seat belt was not properly on the "passenger" either.
Officers pulled the driver over on I-5.
