SPOKANE, Wash. --- Following the death of Heather Hope, viewers asked why the uninsured driver who hit her car was not arrested. While Hope did not survive the crash, her 16-month old daughter did, thanks to a quality car seat.

The driver who ran into Hope’s car, was uninsured and had a suspended license. Hope was hit just a block away from her home.

The Spokane Police Department said there is still a possibility the uninsured driver will face charges. First, the crash investigation must be finished.
Even if a person is killed in a crash, it does not make it a criminal matter. The SPD added, in order for that rule to change, state lawmakers must enact new legislation.
