Driver arrested in SE Portland crash that killed 75-year-old pedestrian

PORTLAND, Ore. – Police arrested a driver who hit and killed a 75-year-old pedestrian Friday night in Southeast Portland.

The collision occurred at Southeast 160th Avenue and Stark Street at around 5:45 p.m.

Portland police say 37-year-old William Rugg, of Camas, was driving his pickup eastbound on Stark Street when he struck Tony Joy, of Vancouver, at a crosswalk with a flashing light signal. Witnesses told police lights were flashing when Joy was hit.

Joy was taken to the hospital but did not survive his injuries.

Rugg stayed at the scene and cooperated with investigators. He was booked into the Multnomah County Jail on a charge of criminally negligent homicide.

Police say it was the 37th traffic fatality in Portland this year.
