BOISE -- This unusual bitter cold is enough to stop portions of the Snake River in its tracks.

There is snow and chunks of ice sitting on top of the channel.   

Dale Smith, who has lived next to the river in Payette for about two decades now, says he saw it rise roughly five-feet on Sunday alone.

"The summer, the water can drain on down the river but in the winter, when the ice jams, they become a dam and they just stop water so it backs up a lot faster," Smith said.

Smith says he's not concerned the river will flood onto his property, but says he and his wife check it every few hours to make sure.
