SEATTLE -- Foreign student enrollment has surged at the University of Washington, and freshmen from other countries outnumber out-of-state U.S. freshman for the first time.

The Seattle Times reports nearly 18 percent of the freshman class is from another country and more than half of those are from China. Six years ago only 2 percent of the school's freshmen were from other countries.

The university does not recruit foreign students, and tuition and fees are nearly triple. In-state students pay $10,600 a year. Non-residents pay $28,000.

Washington ranks 11th in the nation in the number of foreign students at universities and community colleges with nearly 18,000, according to the Institute of International Education. More than 4,200 are at the University of Washington and nearly 2,000 at Washington State University.
