Senate panel backs tighter rules on political cash

WASHINGTON (AP) — The Senate Judiciary Committee has sent to the full Senate a long-shot proposed change to the Constitution that would limit political spending.

Members of the Democratic-led Judiciary Committee on Thursday moved forward with an effort to limit deep-pocketed political campaign donors' influence. Democrats have been unrelenting in their criticism of big-dollar donors who often side with Republicans. Senate Democrats plan a vote on the amendment before November's elections.

Republicans say the proposal is a stunt driven by politics.

Changing the Constitution is an intentionally difficult process, and leaders from both parties acknowledge that the Democrats' efforts to rein in super PACs are likely to result in little more than election-year posturing.
