KOOTENAI COUNTY-- In Kootenai County the big issue on the ballot is the $57 Million bond to build a new jail. As of Tuesday night, it is at an even 50-50 split. The bond needs a two-thirds majority to pass. The bond will only be issued if a sales tax also passes to pay for it. Voters are also turning the sales tax down. 54% are voting yes, but the sales tax also needs a two-thirds majority. Less than 50% of the ballots have been counted in Kootenai County.

I suggest letting the prisoner use tents. It would serve two purposes: making them (the prisoners) uncomfortable and help convince them that being criminals has consequences.
