The criminally insane killer who made his escape while on a field trip to a county fair in Eastern Washington is back in the news.
Nearly four months later, Phillip Paul is set to face a judge this Friday and could go free. That's because a judge only suspended his conditional release from Eastern State Hospital, he didn't revoke it.
State lawmakers are now trying to outlaw field trips for patients.
"Policies can be easily changed. We need to have these specific boundaries put into law so that it reassures people in our communities that this will never happen again," said Rep. Matt Shea, (R) Spokane.
