PORTLAND -- A dangerous and violent sex offender that escaped a Portland treatment center on Thursday turned himself in Friday, police said.
William Dale Surratt, 40, has a long history of sexually abusing young girls and fantasizing about mutiliating others, according to investigators.
Surratt turned himself in to the Washington County jail Friday morning. Police did release information on Surratt's surrender until later Friday afternoon.
Investigators said he would be held without bail until charges were resolved.
